{"id":63192,"date":"2020-02-25T11:27:28","date_gmt":"2020-02-25T03:27:28","guid":{"rendered":"http:\/\/www.namnewsnetwork.org\/?p=63192"},"modified":"2020-02-25T11:27:30","modified_gmt":"2020-02-25T03:27:30","slug":"carnival-cancelled-haiti-capital-on-lockdown-after-police-attack-army-hq","status":"publish","type":"post","link":"http:\/\/namnewsnetwork.org\/?p=63192","title":{"rendered":"Carnival cancelled, Haiti capital on lockdown after police attack army HQ"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><a href=\"http:\/\/www.bssnews.net\/wp-content\/uploads\/2020\/02\/inter-02-3.jpg\"><img src=\"http:\/\/www.bssnews.net\/wp-content\/uploads\/2020\/02\/inter-02-3.jpg\" alt=\"\"\/><\/a><\/figure>\n\n\n\n<p>PORT-AU-PRINCE, Feb 25 (NNN-AGENCIES) &#8212; Haiti\u2019s capital was on lockdown after police attacked the army headquarters to demand better working conditions, sparking a gun battle that left two servicemen dead and a dozen wounded.<\/p>\n\n\n\n<p>The main roads through the city were blocked and smaller streets were<br>deserted, leaving the capital cut off from the rest of the country.<\/p>\n\n\n\n<p>In a statement, the Justice Department denounced Sunday\u2019s violence, which<br>it said increasingly resembled a \u201ccoup attempt\u201d against embattled President<br>Jovenel Moise.<\/p>\n\n\n\n<p>The United Nations Integrated Office in Haiti also expressed its \u201cdeep<br>concern\u201d over the \u201cserious incidents\u201d on Sunday and urged protesting police  officers to avoid any escalation of violence.<\/p>\n\n\n\n<p>Some of the protesting officers went as far as to seize the keys to the UN<br>force\u2019s few vehicles and use them to block some roads.<\/p>\n\n\n\n<p>The Haitian National Police Union released a statement asking officers to<br>return home.<\/p>\n\n\n\n<p>Late Sunday, the government said in a statement it had observed \u201cwith<br>concern and dismay that terror has reigned in certain arteries of the Port-<br>au-Prince metropolitan area.\u201d<\/p>\n\n\n\n<p>In order to avoid a \u201cbloodbath\u2026 it has been decided to cancel Carnival,\u201d<br>which was scheduled to take place Tuesday, the statement said.<\/p>\n\n\n\n<p>The army said its headquarters was attacked Sunday by gunmen wearing masks.<\/p>\n\n\n\n<p>\u201cWe are under siege. We are coming under fire with all kinds of weapons \u2014<br>assault rifles, Molotov cocktails, tear gas,\u201d General Jodel Lessage said<br>during the assault.<\/p>\n\n\n\n<p>He said soldiers had returned fire but did not give any casualty figures,<br>nor could he say how many people were at the army headquarters, near the<br>presidential palace, at the time of the attack.<\/p>\n\n\n\n<p>One of the protesting officers, who had been among five policemen sacked<br>from their jobs, said that at least one of his comrades had been killed and<br>several others wounded in the gun fight with the army.<\/p>\n\n\n\n<p>The Champ de Mars, the area where the clashes broke out Sunday, was still<br>inaccessible a day later. Even guards from the presidential palace \u2014 who<br>normally conduct regular patrols there \u2014 were avoiding it as too dangerous<br>to enter.<\/p>\n\n\n\n<p>For months, Haitian police have been demanding better working conditions, in particular the right to form a union so as to ensure transparency in talks  with the police hierarchy.<\/p>\n\n\n\n<p>Last week, some officers took to the street, blocking them and setting fire<br>to cars.<\/p>\n\n\n\n<p>On Saturday, Moise announced measures designed to ease the crisis,<br>including the creation of a compensation fund for families of police who die<br>in the line of duty and a fund to provide officers with insurance.<\/p>\n\n\n\n<p>Haiti has witnessed a spike in kidnappings for ransom since the beginning<br>of the year and fighting between rival crime gangs, which regularly set up<br>roadblocks on Haitian highways.<\/p>\n\n\n\n<p>The destitute Caribbean country has also been gripped by a political crisis<br>for more than a year as people demand the resignation of Moise.<\/p>\n\n\n\n<p>Since coming to power in February 2017, Moise has faced the anger of an<br>opposition movement that refuses to recognize his victory in an election<br>widely seen as dubious.
