{"id":55163,"date":"2019-12-17T12:21:12","date_gmt":"2019-12-17T04:21:12","guid":{"rendered":"http:\/\/www.namnewsnetwork.org\/?p=55163"},"modified":"2019-12-17T12:21:13","modified_gmt":"2019-12-17T04:21:13","slug":"un-envoy-says-west-africa-shaken-by-unprecedented-violence","status":"publish","type":"post","link":"http:\/\/namnewsnetwork.org\/?p=55163","title":{"rendered":"UN envoy says West Africa &#8220;shaken by unprecedented violence&#8221;"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><img src=\"https:\/\/global.unitednations.entermediadb.net\/assets\/mediadb\/services\/module\/asset\/downloads\/preset\/27-08-2019_UNICEF-057060_Nigeria_water.jpg\/image1170x530cropped.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p>A young girl drinks water in the Bakassi IDP camp, in Maiduguri, Nigeria<\/p>\n\n\n\n<p>UNITED NATIONS, Dec 17 (NNN-Xinhua) &#8212; The UN envoy for West Africa and the vast Sahel region told the Security Council that in recent months, the region has been &#8220;shaken by unprecedented violence.&#8221;<\/p>\n\n\n\n<p>A &#8220;horrific attack against the Inates military camp, in Niger, still haunts the region,&#8221; said Mohamed Ibn Chambas, special representative and head of the UN Office for West Africa and the Sahel (UNOWAS). &#8220;Relentless attacks on civilian and military targets have shaken public confidence,&#8221; he added.<\/p>\n\n\n\n<p>International forces in the region have also endured significant losses, Chambas noted.<\/p>\n\n\n\n<p>Concerning violent extremism, he said that the strategy and objectives of armed groups in the region are &#8220;in the public domain,&#8221; and cited Al-Qaeda militants as using local dynamics to spread extremism.<\/p>\n\n\n\n<p>In areas under their control, extremists provide safety, protection and social services, further exploiting state weaknesses.<\/p>\n\n\n\n<p>And some of the most violent local conflicts in the region concern the seasonal movement of livestock by pastoralists, or transhumance, where extremist groups have managed to establish footholds.<\/p>\n\n\n\n<p>While the situation differs greatly from one country or region to the next, man-made factors, such as flooding an area with weapons, combined with a harsh natural environment, expanding deserts and climate change, magnify the tensions related to transhumance.<\/p>\n\n\n\n<p>Against the backdrop that close to 70 percent of West Africans are dependent on agriculture and livestock-rearing, Chambas stressed that finding ways to ensure peaceful coexistence between herders and farmers is imperative.<\/p>\n\n\n\n<p>Other forms of communal violence are triggered by the nature of the fight against terrorism itself.
