{"id":53044,"date":"2019-12-03T14:02:42","date_gmt":"2019-12-03T06:02:42","guid":{"rendered":"http:\/\/www.namnewsnetwork.org\/?p=53044"},"modified":"2019-12-03T14:34:48","modified_gmt":"2019-12-03T06:34:48","slug":"govt-aims-to-strike-a-balance-when-amending-abolishing-laws-dr-m","status":"publish","type":"post","link":"http:\/\/namnewsnetwork.org\/?p=53044","title":{"rendered":"Govt aims to strike a balance when amending, abolishing laws &#8211; Dr M"},"content":{"rendered":"\n<p>KUALA LUMPUR, Dec 3&nbsp;(NNN-BERNAMA) &#8212; The government is&nbsp;updating selected pieces of legislation&nbsp;with the aim of striking a balance between safeguarding the rights, interests and security of the country and basic human rights and the principles of justice the people desire, Tun Dr Mahathir Mohamad said today.<\/p>\n\n\n\n<p>The prime minister said that as such, the government exercises utmost caution in amending or abolishing such laws.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" width=\"800\" height=\"500\" src=\"http:\/\/www.namnewsnetwork.org\/wp-content\/uploads\/2019\/12\/MAHATHIR-PARLIAMENT.png\" alt=\"\" class=\"wp-image-53049\" srcset=\"http:\/\/namnewsnetwork.org\/wp-content\/uploads\/2019\/12\/MAHATHIR-PARLIAMENT.png 800w, http:\/\/namnewsnetwork.org\/wp-content\/uploads\/2019\/12\/MAHATHIR-PARLIAMENT-300x188.png 300w, http:\/\/namnewsnetwork.org\/wp-content\/uploads\/2019\/12\/MAHATHIR-PARLIAMENT-768x480.png 768w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>\u201cThis&nbsp;has to be done only after a thorough and careful study so that the country can be governed well and prosperity is enjoyed by all,\u201d he said during the Ministers\u2019 Question Time in the Dewan Rakyat.<\/p>\n\n\n\n<p>Dr Mahathir was replying to a question from\u00a0Datuk Seri Dr R. It&nbsp;has&nbsp;taken action to scrutinise the provisions of these laws before deciding on whether to amend or abolish them,\u201d he said.<\/p>\n\n\n\n<p>He added that as a government which fully supports the rule of law, amending or abolishing an act must be carefully carried out after considering the original principal of the act when it was formulated and passed to safeguard the rights, interests and security of the people.<\/p>\n\n\n\n<p>\u201cFor instance, the Security Offences (Special Measures) Act 2012, which is better known as SOSMA, was drawn up and passed with the aim of addressing subversive elements and actions which jeopardise public order.<\/p>\n\n\n\n<p>\u201cThe Home Ministry, especially the Royal Malaysia Police, feels that&nbsp;SOSMA is still needed to maintain public order, ensure security and curb criminal activities in the country,\u201d he said.<\/p>\n\n\n\n<p>However,&nbsp;Dr Mahathir said, there is still room for it to be abused for vested interests, thus causing anxiety among the people&nbsp;and, as a responsible government, it has to take this into&nbsp;account without neglecting the country\u2019s security needs.<\/p>\n\n\n\n<p>Replying to a supplementary question from&nbsp;Santhara on the government\u2019s stand on people who were duped into donating to an organisation which sponsored terrorist groups, the Prime Minister said it was up to the police to determine this.<\/p>\n\n\n\n<p>\u201cSometimes, the authorities do not have strong evidence, for instance, when someone finds himself having taken photographs with another person who is later identified as a terrorist, when he does not know the person, or he gives a donation of&nbsp;RM200&nbsp;or RM300 (without knowing that it is connected to terrorist groups).<\/p>\n\n\n\n<p>\u201cIt is up to the police to differentiate between baseless accusations and those which clearly threatens&nbsp;national security.
