It was Vale\u2019s second deadly dam collapse in less than four years.<\/p>\n\n\n\n<p>Based on the report\u2019s findings, ANM will now assess the iron ore miner with 24 new fines. Officials said that the amount of each fine is capped at around 6,000 reais (US$1,500) under Brazilian law.<\/p>\n\n\n\n<p>The report detailed several problems that it said Vale should have reported.<\/p>\n\n\n\n<p>The first occurred in June 2018, seven months before the disaster, when the company installed horizontal drainage pipes and discovered sediment in the drainage water. This worrying sign should have been reported immediately, ANM officials told reporters in a briefing.<\/p>\n\n\n\n<p>\u201cThe serious fact is that when there is sediment it must be reported. Period. It wasn\u2019t. If it had been communicated, the area would immediately have been submitted to daily inspections,\u201d said ANM head Victor Bicca. \u201cBut we didn\u2019t know what was happening.\u201d<\/p>\n\n\n\n<p>Vale said in a statement it would analyze the report but it was unable to comment on technical decisions taken by its \u201cgeotechnical team\u201d at the time.<\/p>\n\n\n\n<p>Several ANM directors said if Vale had properly reported drainage, water pressure and other issues at the dam, it would have been classified as \u201cemergency level 1\u201d, bringing a higher level of scrutiny including daily inspections.<\/p>\n\n\n\n<p>They said those inspections could have uncovered further problems, ultimately leading to evacuation, which would have saved lives.<\/p>\n\n\n\n<p>Because problems were not disclosed, the dam was not given high priority, since it was not actively receiving more mining waste, director Tasso Mendonca said. He said the dam was \u201ca bit forgotten.\u201d<\/p>\n\n\n\n<p>Moreover, a congressional report disclosed on Tuesday found that several Vale executives received an anonymous&nbsp;email in January 2019 warning&nbsp;about the coming disaster, saying that&nbsp;the dam was &#8220;at the verge&#8221; of its capacity.<\/p>\n\n\n\n<p>But instead of investigating&nbsp;the&nbsp;defectuous dam, the executives&nbsp;ordered other&nbsp;employees to investigate the source of the email, said the 625-page report, writen by congressman&nbsp;Rogerio Correira.<\/p>\n\n\n\n<p>A Vale spokesperson responded that the company\u00a0did not find relevant\u00a0investigating &#8220;groundless\u00a0claims.&#8221; &#8212; NNN-TELESUR<\/p>\n","protected":false},"excerpt":{"rendered":"<p>BRASILIA, Nov 6 (NNN-TELESUR) &#8212; Brazil\u2019s mining regulator blasted iron ore miner Vale SA for failing to disclose problems with a mining dam before a deadly collapse in January, saying this kept the agency from taking actions that could have saved lives.
