{"id":47479,"date":"2019-10-23T12:09:46","date_gmt":"2019-10-23T04:09:46","guid":{"rendered":"http:\/\/www.namnewsnetwork.org\/?p=47479"},"modified":"2019-10-23T12:09:47","modified_gmt":"2019-10-23T04:09:47","slug":"chile-president-announces-social-measures-to-stem-street-violence","status":"publish","type":"post","link":"http:\/\/namnewsnetwork.org\/?p=47479","title":{"rendered":"Chile president announces social measures to stem street violence"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><a href=\"http:\/\/www.bssnews.net\/wp-content\/uploads\/2019\/10\/d016c52fe23d6ede23df3692a391699637f3a1e6.jpg\"><img src=\"http:\/\/www.bssnews.net\/wp-content\/uploads\/2019\/10\/d016c52fe23d6ede23df3692a391699637f3a1e6-696x463.jpg\" alt=\"\"\/><\/a><\/figure>\n\n\n\n<p>SANTIAGO, Oct 23 (NNN-AGENCIES) &#8212; Chilean President Sebastian Pinera<br>announced a package of social measures Tuesday aimed at stemming days of protests over economic inequality that have swept the country and claimed 15 lives.<\/p>\n\n\n\n<p>Apologizing to the nation for failing to anticipate the outbreak of social<br>unrest, Pinera said his government had \u201creceived with humility and clarity<br>the message Chileans have given us.\u201d<\/p>\n\n\n\n<p>The leader vowed to increase the universal basic pension by 20 percent,<br>cancel a recent 9.2 percent increase in electricity bills and propose a law<br>that would see the state cover the costs of expensive medical treatment.<\/p>\n\n\n\n<p>\u201cI recognize this lack of vision and I apologize to my compatriots,\u201d<br>Pinera said in an address from the presidential palace in Santiago.<\/p>\n\n\n\n<p>Pinera also pledged a state subsidy to increase minimum wage to 350,000<br>pesos ($482) a month and said the government would introduce health insurance for medication, which is among the most expensive in the region.<\/p>\n\n\n\n<p>Earlier in the day he met with the leaders of some of Chile\u2019s opposition<br>parties as he sought a way to stem the country\u2019s worst violence in decades,<br>initially triggered by an increase in metro fares.<\/p>\n\n\n\n<p>The protests, which began Friday, mushroomed into a broader outcry against social and economic woes, including a yawning gap between rich and poor, in a country normally considered one of the most stable in Latin America.<\/p>\n\n\n\n<p>Pinera quickly suspended the metro fare hike, but also declared that Chile<br>was \u201cat war against a powerful, implacable enemy,\u201d and imposed a state of<br>emergency in Santiago and most of Chile\u2019s 16 regions.<\/p>\n\n\n\n<p>Adopting a more conciliatory tone, he later called for Tuesday\u2019s meeting,<br>which was boycotted by three of the largest opposition groups, including the powerful Socialist Party.<\/p>\n\n\n\n<p>The day\u2019s protests were mostly peaceful, particularly in the capital,<br>although looting continued in other towns.<\/p>\n\n\n\n<p>But with the country\u2019s largest union, the Workers\u2019 United Center of Chile<br>(CUT) alongside 18 other social organizations, calling strikes and protests<br>for Thursday and Friday, the pressure had been on Pinera to act.<\/p>\n\n\n\n<p>The protest violence \u2014 widespread looting, arson and clashes with the<br>20,000 security forces deployed on the streets \u2014 is the worst to hit Chile<br>since the country\u2019s return to democracy after the 1973-1990 rightwing<br>dictatorship led by General Augusto Pinochet.<\/p>\n\n\n\n<p>On Tuesday the army announced a nighttime curfew \u2014 from 8 pm to 5 am \u2014 for the fourth day in a row.<\/p>\n\n\n\n<p>Before Pinera\u2019s announcement, one of Chile\u2019s largest conglomerates,<br>Quinenco, decided to act swiftly and promised to increase its minimum<br>salaries to 500,000 pesos a month from Jan 1 \u2014 60 percent more than the<br>current minimum wage of 301,000 pesos.<\/p>\n\n\n\n<p>Chile\u2019s big business conglomerates are one of the major factors in the<br>huge wealth disparity that has angered protesters.<\/p>\n\n\n\n<p>The government started naming some of the dead on Tuesday. Nine had died in fires, one was electrocuted and five were shot, four of those by the<br>security forces.<\/p>\n\n\n\n<p>Eleven of the fatalities were in the Santiago region, while a Peruvian and<br>an Ecuadorian were among the dead.<\/p>\n\n\n\n<p>Since the unrest began, more than 2,600 people have been detained.<\/p>\n\n\n\n<p>Tuesday saw almost none of the violence, looting or torching of public<br>property and private businesses that marked the first few days of protest.<\/p>\n\n\n\n<p>However, television images showed looters in one town smashing a bus into<br>a department store before ransacking it.<\/p>\n\n\n\n<p>In central Santiago, many shops and businesses that were closed on Monday reopened.<\/p>\n\n\n\n<p>Commuters and shoppers formed long lines at bus stops and supermarkets.<\/p>\n\n\n\n<p>Only one of the Santiago metro\u2019s seven lines \u2014 which normally carry three<br>million people a day \u2014 was operational, although a fleet of 4,300 public<br>buses took up much of the slack.<\/p>\n\n\n\n<p>More than half of Santiago\u2019s 136 metro stations suffered heavy damage<br>during last week\u2019s protests.<\/p>\n\n\n\n<p>Around 50 schools and 10 universities in the capital remained closed on<br>Tuesday but hospitals and clinics operated normally.<\/p>\n\n\n\n<p>At Santiago\u2019s international airport, South American airline giant LATAM<br>brought out deck chairs for passengers stranded by flight cancellations caused by the protests.<\/p>\n\n\n\n<p>Chile\u2019s football association said it was suspending its professional<br>leagues for a second successive weekend.<\/p>\n\n\n\n<p>Security forces have previously used tear gas and water cannon on stone-<br>throwing demonstrators who set up street barricades and lit fires. &#8212; NNN-AGENCIES<br><\/p>\n","protected":false},"excerpt":{"rendered":"<p>SANTIAGO, Oct 23 (NNN-AGENCIES) &#8212; Chilean President Sebastian Pineraannounced a package of social measures Tuesday aimed at stemming days of protests over economic inequality that have swept the country and claimed 15 lives.
