LIMA, Aug 13 (NNN-ANDINA) — Two decades after the blockade imposed by the United States on Peru for the interdiction of aircraft suspected of drug trafficking activities<\/a>,\u00a0Prime Minister Alberto Otarola<\/a>\u00a0on Saturday confirmed that both countries reached a virtual agreement to lift said veto.<\/p>\n\n\n\n

This important achievement is the outcome of intense and lengthy negotiations between the two governments, which concluded within the framework of the visit made by\u00a0Defense Minister Jorge Chavez Cresta<\/a>\u00a0to the United States.<\/p>\n\n\n\n

The historic understanding will allow\u00a0Peru’s Air Force to once again receive cooperation from the United States in terms of radars, aircraft, budget, equipment, and training for interdiction activities against said aircraft.<\/strong><\/p>\n\n\n\n

Chavez addressed this issue during the meetings he held with\u00a0Special Assistant to the U.S. President and National Security Council Senior Director for the Western Hemisphere, Juan Gonzalez<\/a>; as well as with\u00a0Deputy Assistant Secretary in the Bureau of Western Hemisphere Affairs, Mark Wells<\/a>; and\u00a0Deputy Assistant Secretary of Defense for the Western Hemisphere Daniel Erikson<\/a>.<\/p>\n\n\n\n

During the announcement, Chavez was joined by the Peruvian delegation composed of\u00a0Joint Command of the Armed Forces Chief, Army General Manuel Gomez de La Torre<\/a>;\u00a0Air Force Commander, General Alfonso Artadi<\/a>; and\u00a0Peruvian Ambassador to the U.S. Gustavo Meza-Cuadra<\/a>.<\/p>\n\n\n\n

It should be noted that the\u00a0negotiations relied on the important leadership of the\u00a0Ministries of Foreign Affairs<\/a>\u00a0and\u00a0Defense<\/a>, as well as the participation of the Ministries of Transportation-Communications and Interior.<\/strong><\/p>\n\n\n\n

As is known,\u00a0interdiction activities supported by the United States were interrupted in 2001 due to the accidental shooting down of a civil aircraft carrying American missionaries.<\/strong>\u00a0They\u00a0were allowed to resume later in 2005.<\/strong><\/p>\n\n\n\n

However,\u00a0U.S. cooperation was once again suspended as a result of the approval of<\/strong> Law No. 30339<\/a>,\u00a0promoted by a Peruvian congressman, which led to the United States Government to once again restrict all air interdiction assistance to Peru.<\/strong><\/p>\n\n\n\n

The understanding reached represents a watershed in terms of cooperation between the United States and Peru to effectively combat the transportation of drugs through aircraft that enter and operate illegally in Peruvian airspace<\/strong>, especially in the\u00a0Valley of the Apurimac, Ene, and Mantaro Rivers (Vraem) and Putumayo zones.<\/strong><\/p>\n\n\n\n

Thus, two decades come to an end during which the control of Peruvian airspace in terms of interdiction was carried out in a very limited manner<\/strong>\u00a0due to\u00a0equipment, budget, and intelligence problems.<\/strong><\/p>\n\n\n\n

To this,\u00a0the logistical blockade of U.S.-origin components used by the Peruvian Air Force in its aircraft, radars, and others was added\u00a0<\/strong>\u2014a situation that\u00a0caused\u00a0their inoperability and a series of difficulties in the fight against illicit drug trafficking.<\/strong><\/p>\n\n\n\n

The understanding \u2014which should be formalized in the coming days\u2014 will allow the United States to provide our country not only with radars but also with intelligence, financing, communications, maintenance, training<\/strong>, as well as\u00a0logistical, technical, and administrative support,<\/strong>\u00a0which will\u00a0decisively strengthen the Peruvian Government’s actions against illicit drug trafficking.<\/strong> — NNN-ANDINA<\/p>\n","protected":false},"excerpt":{"rendered":"
