Twenty\u00a0people have died, including three children. There a large, large number of\u00a0wounded,&#8221; Zelensky said during an address European official at The Hague.<\/p>\n\n\n\n<p>The Ukrainian leader led a moment of silence before urging European and\u00a0International Criminal Court officials during an address to open a &#8220;special\u00a0tribunal&#8221; into Russia&#8217;s invasion.<\/p>\n\n\n\n<p>&#8220;I believe it is inevitable that International Criminal Court will bring\u00a0accountability to those guilty of crimes under its jurisdiction: war crimes,\u00a0crimes against humanity, genocide.&#8221;<\/p>\n\n\n\n<p>The ICC in The Hague opened an investigation into possible war crimes in\u00a0Ukraine just days after Moscow&#8217;s forces invaded and it dispatched dozens of\u00a0investigators to the country to gather evidence.<\/p>\n\n\n\n<p>Russia invaded on Feb 24 and the conflict has seen thousands of people\u00a0killed, destroyed cities and forced millions to flee their homes.<\/p>\n\n\n\n<p>&#8220;Every day, Russia kills civilians, kills Ukrainian children, carries out\u00a0missile attacks on the civilian facilities where there is no military target.\u00a0What is this, if not an open act of terrorism?&#8221; Zelensky said after the\u00a0Vinnytsia attack.<\/p>\n\n\n\n<p>A Ukraine military spokesman said its forces had managed to knock out two\u00a0from a barrage of cruise missiles that were launched from a Russian submarine\u00a0in the Black Sea and caused widespread damage in Vinnytsia.<\/p>\n\n\n\n<p>Deadly strikes in central Ukraine have become relatively rare, but the war\u00a0has raged around cities like Mykolaiv in the south which the presidency said\u00a0was hit by a &#8220;massive missile strike&#8221;.<\/p>\n\n\n\n<p>&#8220;Two schools, transport infrastructure and a hotel were damaged,&#8221; the\u00a0presidency said in its morning military update early Thursday.<\/p>\n\n\n\n<p>The skeletal insides of one building gutted by the strikes were visible in\u00a0images distributed by local officials, with municipal workers clearing bricks\u00a0and rubble strewn after the attack.<\/p>\n\n\n\n<p>The heaviest fighting in Ukraine, however, has focused recently on the\u00a0industrial Donbas region in the east.<\/p>\n\n\n\n<p>Moscow-backed troops there said Thursday they were closing in on their next\u00a0target, after wresting control of sister cities Lysychansk and Severodonetsk\u00a0two weeks ago.<\/p>\n\n\n\n<p>&#8220;Siversk is under our operational control, which means that the enemy can be\u00a0hit by our aimed fire all over the area,&#8221; a pro-Moscow rebel official, Daniil\u00a0Bezsonov, was cited as saying by Russian state-run news agency TASS.<\/p>\n\n\n\n<p>Several rounds of negotiations to end the fighting at the beginning of the\u00a0conflict fell through, but delegations from Kyiv and Moscow met in Istanbul\u00a0this week to discuss unblocking Ukraine&#8217;s grain exports.<\/p>\n\n\n\n<p>The meeting involving UN and Turkish officials ended after more than three\u00a0hours with an agreement to meet again in Turkiye next week.<\/p>\n\n\n\n<p>Zelensky said &#8220;the entire world&#8221; was counting on the negotiations to finalise\u00a0a deal.<\/p>\n\n\n\n<p>The conflict has pushed up grain prices and Europe is suffering from sky-rocketing energy bills stemming from sanctions on Russia and Moscow&#8217;s move to\u00a0limit gas flows to Europe.<\/p>\n\n\n\n<p>The European Commission meanwhile slashed growth forecasts for the eurozone,\u00a0saying the consequences from the war in Ukraine were continuing to\u00a0destabilise the economy because of record high inflation. &#8212; NNN-AGENCIES<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0KYIV, July 15 (NNN-AGENCIES) &#8212; Russian missiles struck Vinnytsia\u00a0in central Ukraine Thursday, killing at least 20 people including three\u00a0children, in what President Volodymyr Zelensky called &#8220;an open act of\u00a0terrorism&#8221;.
