KUALA LUMPUR, Dec 3 (Bernama) — Malaysia is\ncapable of producing almost all the basic foodstuffs it currently needs, the\nDewan Rakyat (lower house of Parliament) was told Thursday.<\/p>\n\n\n\n
Deputy Minister of Agriculture and Food Industry (MAFI)\nAhmad Hamzah said that based on the national food production rate the\nsubsistence level for chicken and duck, chicken eggs and duck as well as fish\nwas more than 90 per cent.<\/p>\n\n\n\n
He said the country had reached a self-sufficiency level of\nmore than 100 per cent for local fruits and vegetables except for mangoes,\ncoconuts, cabbage, chillies and ginger.<\/p>\n\n\n\n
“However, Malaysia still depends on imports for some\nother food items such as beef, rice and vegetables and fruits\nfrom temperate climates such as cabbage, onions, apples and\noranges to meet domestic needs,” he said.<\/p>\n\n\n\n
He was answering a question from MP Ahmad Nazlan Idris who wanted to know the capability of the country in ensuring the country’s food supply would not be curtailed, to protect food security.<\/p>\n\n\n\n
Therefore, Ahmad said to ensure the country’s\ncapability in ensuring a continuous food supply, the ministry had\nidentified several new directions in the agriculture sector including the rice,\ncrop and livestock and fisheries industries for the next five years.<\/p>\n\n\n\n
He said the new directions included optimising land use and\nincreasing the application of modern technology in developing quality varieties\nfor the rice industry as well as developing high value vegetable and fruit\ncommodities for domestic and export purposes.<\/p>\n\n\n\n
In addition, increasing meat and milk production through the\nestablishment of the National Ruminant Board for the livestock industry\nand increasing milk production through dairy pilot projects in five dairy\nvalleys, he said.<\/p>\n\n\n\n
In the meantime, Ahmad said MAFI was now in the\nfinal stages of preparing the National Agrofood Policy (DAN) 2.0 towards the\ndevelopment of a sustainable agro-food sector from 2021 to 2030.<\/p>\n\n\n\n
Meanwhile, answering a question from Sim Tze Tzin (PH-Bayan\nBaru) on the remarks of the National Audit Report 2018 Series 3 Agricultural\nConsignment Import Control Activities Management, Ahmad said the ministry had\nmade some improvements based on the National Audit report.<\/p>\n\n\n\n
Among the improvements were import conditions for a\nplant, plant products and controlled articles would be determined based on the\nPest Risk Analysis (PRA) which would be evaluated in more detail to ensure\nthe imported goods were free from plant diseases and pests, he said.<\/p>\n\n\n\n
“Digitalisation, inspection through the use of the\ni-Maqis system for consignment inspection reports at the entrance will also be\nimplemented,” he said.<\/p>\n\n\n\n
Sim, in his question, wanted to know the ministry’s action over the\nNational Audit Report 2018 Series 3 Agricultural Consignment Import\nControl Activity Management, which showed weaknesses in ensuring that imported\nagricultural consignments were free from the threat of pests, diseases,\ncontaminants, were of quality and safe, and achievements, to date.<\/p>\n\n\n\n
Apart from that, according to Ahmad, the enforcement element\nat the entrances in an integrated manner with all relevant enforcement\ndepartments and agencies, would also be strengthened.<\/p>\n\n\n\n
“As of October 2020, the number of cases detained for\noffences is 1,105 cases with a trade value of RM134 million, 913 cases have\nbeen compounded with a collection value of RM3 million involving offences which\nincluded no import permit, no export permit,” he said.<\/p>\n\n\n\n
Meanwhile, he said the ministry had obtained confirmation\nfrom two parties before receiving imported goods.<\/p>\n\n\n\n
