MANILA, Mar 23 (NNN-PNA) – The World Bank, yesterday, approved a 67.34-million-U.S. dollar support package, to help boost the Philippines’ civil service level.
The Philippines Civil Service Modernisation Project will support establishing a Human Resources Management Information System (HRMIS) and payroll system, to improve analytics for workforce planning, career development, succession planning, and training.
In addition, it promises to establish a human resource certification system, to standardise and increase the competence of human resource management officers.
According to the bank, the new system will allow budgeting based on the number of staff rather than establishment positions, resulting in better cash management within the government.
“Strong public institutions are fundamental to achieving inclusive growth and development,” said Zafer Mustafaoglu, World Bank country director for the Philippines, Malaysia, and Brunei Darussalam.
He added, “Global experience shows that countries with high-quality public administrations, including a merit-based civil service, raise more revenues, deliver better services, and create a more supportive environment for inclusive growth.”– NNN-PNA
