Peru’s President: Government’s priority is to address citizen insecurity

NEW YORK (U.S.), Sept 21 (NNN-ANDINA) — Pres Dina Boluarte affirmed that the Government’s priority is to address the issue of citizen insecurity, and that this is evidenced in the state of emergency declared in two districts of the Peruvian capital and other jurisdictions in the rest of the country.

In remarks to reporters from New York, U.S., she explained that Prime Minister Alberto Otarola has been meeting with mayors of San Juan de Lurigancho and San Martin de Porres.

“First, as a Government, our priority is to address the issue of citizen insecurity, which has not started yesterday, but years ago, as we have seen authorities and governments that failed to address this problem. We are listening to the clamor of the population and focusing these measures in this sense, including an additional budget for the state of emergency,” she indicated.

Likewise, Boluarte stressed that, after the state of emergency declaration, other districts in the capital city requested similar interventions, which will be addressed through increased patrols in the streets and the presence of the Peruvian National Police (PNP), with the support of the Army.

“I reiterate that the issue of citizen insecurity is not new; it has increased due to the inefficiency of some authorities, and the state of emergency was declared to safeguard the lives and businesses of the population, she stated.

Moreover, the top official assured that the decision has not been improvised, but was carefully thought out, and was taken after authorities requested the intervention of the Executive Branch.

On the other hand, she expressed confidence that Congress will approve the delegation of legislative powers requested by the Government, in order to have the necessary tools to fight citizen insecurity.

The Executive Branch has made official the state of emergency declaration for the districts of San Martin de Porres and San Juan de Lurigancho, both located in the Peruvian capital, Lima.

Likewise, the Government mandated that this measure be applied in the districts of Sullana, Bellavista, Marcavelica, Salitral, Querecotillo, Ignacio Escudero, and Miguel Checa, situated in the province of Sullana (Piura region).

It should be pointed that the state of emergency was declared as a measure to confront delinquency and organized crime in the above-mentioned jurisdictions. 

The mandate indicates that social events and shows are suspended in these places between midnight and 4 a.m. 

According to Supreme Decree No. 105-2023-PCM, published last night in El Peruano Official Gazette, the declaration will stay in place for 60 calendar days.

The intervention of the Peruvian National Police (PNP) and the Armed Forces in the above-mentioned jurisdictions will take place in accordance with the provisions of Legislative Decree No. 1186, which regulates police use of force, and Legislative Decree No. 1095, which establishes rules for the use of force by the Armed Forces in the national territory and its Regulations, approved by Supreme Decree No. 003-2020-DE.

The document states that the Ministry of Interior will manage the National Police’s actions, together with the National Superintendence of Migrations and the National Superintendence for the Control of Security Services, Arms, Ammunition and Explosives for Civilian Use (Sucamec).

Moreover, the Interior sector will coordinate with regional and local governments to take administrative control measures in public transportation, including small vehicles, and at entertainment venues, shows, and lodgings. — NNN-ANDINA
