LIMA, Dec 21 (NNN-ANDINA) — The Government of Peru on Tuesday decided to declare the Mexican Ambassador, Pablo Monroy Conesa, persona non grata, who has been given a period of 72 hours to leave the national territory.
This decision is based on the Vienna Convention on Diplomatic Relations, which establishes the power of the receiving State to declare a foreign mission’s head persona non grata.
The decision has been adopted in response to the continuous and reiterated statements made by the Mexican President Andres Manuel Lopez Obrador, about the political situation in Peru, which constitute an unacceptable interference in internal affairs —in clear violation to the principle of non-intervention.
Of particular concern are the statements by Lopez Obrador on Dec 16 regarding the State of emergency decreed by the Peruvian Government in application of Article 137 of Peru’s Political Constitution, as well as those made on Dec 19 concerning democratic order, rule of law, and legality in Peru, plus on the arrest of ex-President Pedro Castillo —which was carried out while in flagrante delicto, in accordance with law, after he announced a coup d’état.
The statements by the Mexican President are especially serious in circumstances in which the country is facing a situation of violence that is incompatible with the exercise of the legitimate right of every person to demonstrate peacefully.
