LIMA, Dec 7 (NNN-ANDINA) — Peru and Switzerland have signed an agreement on the “Decentralized Budget Support for Local Governments” program, whose objective is to support the strengthening of decentralized, transparent, and inclusive public finance management in local governments.
In addition, the agreement aims to prioritize the needs of citizens, contributing to sustainable economic development and poverty reduction in their constituencies.
The Swiss support to the program totals 11.4 million Swiss francs, which —under the administration of the Economy-Finance Ministry— will promote improvements in property tax administration and management, the strengthening of investment budget management and implementation, and the fiscal management of human resources.
Thus, the construction of a modern, efficient, transparent, and decentralized State —in which local governments have the structure, tools, and capacities to prioritize the needs of citizens, contributing to sustainable economic development and poverty reduction— will be promoted in accordance with the National Agreement’s State Policies and the Vision of Peru to 2050.
Within this framework, the Peruvian Government, through the Ministry of Economy and Finance, will sign Budgetary Support Agreements with beneficiary local governments, which constitute an incentive tool within the framework of Budgeting for Results.
Thus, local governments pledge to meet goals and implement management commitments that will lead to an improvement in the provision of public services that they must provide to citizens within the framework of their functional competencies. — NNN-ANDINA
