Uzbekistan to hold referendum to adopt new constitution

KUALA LUMPUR, June 21 (NNN-Bernama) — The President of the Republic of Uzbekistan Shavkat Mirziyoyev, on Monday at a meeting with members of the constitutional commission on the formation of proposals for amendments to the Basic Law, has proposed to adopt amendments to the Constitution through a democratic referendum, according to a press release by the Embassy of Uzbekistan in Malaysia.

In recent years, the citizens have expressed many opinions about improving the Basic Law. In this regard, on May 20 this year, the Constitutional Commission was established by the Councils of the Chambers of the Oliy Majlis.

Over the past month, the Commission has received 48,492 proposals from citizens.

“The updated Constitution should create a solid legal basis and a reliable guarantee of long-term development strategies of our country, as a whole, its future prosperity and prosperous life of our people.

“In a word, having deeply introduced into the content of our Constitution the idea of “In the name of human honour and dignity” and the “Person – society – state” approach, which is the main principle of our current reforms, we need to turn them into the main value of our daily life. In other words, human dignity, honour and pride should now be in the first place in all spheres”,  Mirziyoyev said.

The President noted that under the current legislation, the Parliament has the right to amend the Constitution.

According to Article 127 of the Basic Law, amendments to the Constitution are made by a law adopted by a majority of at least two thirds of the total number of deputies of the Legislative Chamber and members of the Senate of the Oliy Majlis, respectively, or by a referendum.

“However, I think that if we carry out a constitutional reform through a referendum, relying on the opinion and support of our citizens, then this will be the will of our people – a real people’s Constitution,” Mirziyoyev said.

According to him, this is consistent with the principle that “the only source and author of the Constitution is the people.”

“Then each of our compatriots will be able to proudly say: “The new Constitution of Uzbekistan is our Constitution,” he said.
